The STAR Project's board of directors has defined two phases of action in support of this mission.
Phase 1: Development of an in-house Facility Transition Center at the Washinton State Penitentiary, which will build on a current volunteer Career Transitions program and will provide transition planning resources for incarcerated people who are nearing their release dates.

Phase II: Development of a Community Transition Resource Center, which will be designed to meet the re-entry needs of people who are returning from incarceration to Walla Walla and Columbia Counties . This center will also have programs to assist families of incarcerated and previously incarcerated people.
